The CENTER FOR INTERNATIONAL LEGAL STUDIES (CILS) established the IBLC in 1996 to assist professionals participate in CILS's international scholarship and development programs. CILS is a non-profit institute headquartered in Salzburg, Austria since 1976. It works with universities, IGOs and NGOs and professional bodies to promote learning in the international legal community.
